A mortgage for a foreign resident in Israel: financing rate, documents and bank inspection

A guide to financing a property in Israel for a foreign resident, including regulatory ceilings, bank policies, income in foreign currency and taxation.

short

Bank of Israel regulations allow up to 75% financing for a single apartment according to the transaction classification, but this is not a guarantee for a foreign resident. The banks are allowed to establish a strict policy and require a detailed examination of residency, income, currency, documents and the source of funds. In an investment apartment, the regulatory ceiling is up to 50%, and even here the actual approval may be lower.

The ceiling is not a promise

The financing rate is initially determined according to the classification of the apartment, but the bank also examines the country of residence, the ability to enforce, the currency in which the income is received, the volatility of the exchange rate and familiarity with foreign documents. Therefore, a foreign resident should receive an individual inspection before signing.

Prepare a clear chain for the source of the equity capital and the transfers of funds. Foreign documents may require translation, apostille or professional certification. Don't transfer funds before coordinating with the bank and the lawyer.

In terms of taxation, a foreign resident is generally not entitled to single apartment rates just because it is his only apartment in Israel. Eligibility is conditional on residency in Israel or immigration under the conditions stipulated by law. Check estimate bPurchase tax calculator and confirm the classification with a tax expert.
